UK law places a legal duty on anyone who maintains commercial premises to investigate whether asbestos is present in their building, monitor its condition, put controls in place and notify anyone who might be a risk.

Under Regulation 4 of the Control of Asbestos at Work regulations, which became law in May 2004, this responsibility falls to the Duty Holder.  This could be a building owner, tenant or even the landlord of commercially run housing premises.

Asbestos can be present in over 3500 common substances, ranging from pipe insulation and cement roofing to suspended ceiling tiles, artex coating and vinyl flooring.  Most older buildings in the UK have some asbestos-containing materials.

Exposure can occur when workers disturb ACMs during maintenance work or in the refurbishment and demolition of buildings, when asbestos fibres become airborne and inhaled.

Surveyors will compile a report based on their findings, which itemises each material that contains asbestos (ACMs) and provide recommendations as to how to deal with them, as well as providing a future management programme.

If any ACMs are found in a building, surveyors produce risk assessments to establish the likelihood of asbestos fibres being released.  Asbestos Survey Projects Limited may recommendation that the ACM be removed, but as they are purely a surveying company, they will not recommend unnecessary removal.

Asbestos Survey Reports

The HSE publication HSG264 sets out the methodology for asbestos surveying any premises for asbestos containing materials (ACMs). It defines three types of asbestos survey;

Type 1 & 2 management surveys

The purpose of a management surveys is to locate, as far as reasonably practicable, the presence and extent of any suspect asbestos-containing materials (ACMs) in a building which could be damaged or disturbed during normal occupancy, and to assess their condition. Management surveys can be presumptive (Type 1) or samples of suspect materials can be taken for analysis (Type 2) by a UKAS accredited laboratory. On some occasions management surveys can be a combination of sampling ACMs and presuming them. In both instances the ACMs are assessed and recommendations are made regarding their future management.

Type 3 refurbishment and demolition surveys


This survey may involve destructive inspection to gain access to all areas and is designed to be used as a basis for tendering the removal of ACMs from the premises prior to demolition or major refurbishment work. Samples are taken and analysed by a UKAS accredited laboratory but the survey does not assess the condition of the asbestos, other than to note areas of damage or where additional asbestos debris may be expected to be present.
